He was born in Bombay India, the only child of Dr. Francisco Dias and Maria Bernardina Dias (nee Costa). He was baptized at the font of St. Francis Xavier in old Goa. Francis moved from Goa to Bombay to attend St. Xavier College. He then entered medical school at the University of Bombay. He graduated in 1957 and then did a residency in surgery, obtaining his MS. He met and married Wreda deSouza who was a fellow resident in Bombay. Into this union, God blessed them with two sons, Bryan Francis and Michael Joseph. Wanting further training, he moved with his wife and son to Saskatoon and did further training in surgery. He obtained his fellowship from the Royal College of Physicians and Surgeons of Canada. He then entered into private practice for 20 years in Prince Albert Saskatchewan. He was among the first surgeons in Canada to perform laparoscopic cholecystectomies.
