I had the pleasure of working with Chief Collins while I held the role of Chief Administrative Officer for the City. He was a man of integrity, knowledge, and dedication. He gave so much to the City and the Police Services at a time that was very difficult for all involved. I treasure the memory of working with him. I had the good fortune to know Mr. Collins growing up thanks to the start of my lifelong friendship with his son, Ian. To say that Mr. Collins was a positive influence in my life would be a wild understatement. I am heartbroken for Ian and Mrs. Collins and can only thank them both for being so warm and welcoming to me throughout the years and sharing Mr. Collins with me, however briefly.
